#78 Measure Twice, Cut Once (for careful packaging) (series)

Description: You test your builds first. You're a credit to packaging. A fine upstanding citizen.

The idea is basically to reward doing test builds, rather than doing failed builds, as what-goes-up currently does. My hope is we can retire the 'failed build' badges if we implement this.

The logic would be something like 'do a scratch build of a NEVR followed by a successful real build of that NEVR', if we can hit that. It at least requires us to get info on scratch builds from Koji: https://fedorahosted.org/fedora-infrastructure/ticket/3929 .

Artwork: A cheery, reliable-looking carpenter panda? Think those chipper paint/DIY tool commercials, or something.

Great concept visualization! The panda looks a bit too skinny to me, though. Maybe try using the one from the badge resources? It's head shouldn't be separate from the body like that. Also let's add some more details to the table. Or maybe even have a close-up on the panda as the art, what do you think? Let's try those two possibilities.
