This badge continues the idea started in #475 and #550.
Metadata Badge name: Fedora 27 Release Partygoer Badge description: Attended a local release party to celebrate the launch of Fedora 27! Understanding badge What activities: Awarded to those who attend a release event but aren't necessarily organizing it Who does it: Newcomers to the project who may not have a FAS account yet (but this may encourage them to get one), or current contributors who may be nearby the area for a party Why: Gives some kind of "achievement" for going to a party and participating in the event, like a milestone that could be shown or displayed later on When: Once a release, when an attendee could make it a local release party happening in their area How: Scanning the QR code at the party or getting the link at the event Artwork concepts Probably best to follow #475 and #550 as a precedent!

The f27 release cicle was really short (the proof of modularity, changes in infra like no more alphas, no mas mass rebuild for f27 and so), and we wait until february because we wait to universities to back to classes, by the way there is not a time limit for a release party and are valids until the next Fedora Release.
Looking at the badge only one person have claimed the badge so a late release party is better that no release parties.
