What the badge should be granted for:
Change proposals are very important. They make improvements in Fedora visible to community around. We should give badge to people submitted Change proposal in Fedora and also for upcoming Fedora releases.
Badge description (like "You added a co-maintainer to a package. BFF!"):
"You have submitted a change proposal for Fedora"
Anything else we need to know:

There is precedent for this. See ticket #1.
Back then, we only gave the badge for 'accepted' changes, not just 'proposed' changes. I'd like to stick to the same pattern.
But i dont see badge for changes accepted for Fedora 21?
My proposed change (https://fedorahosted.org/fesco/ticket/1249) is accepted for F21 but no badge for same yet :(
I would try to make the art for a f21 version myself, but I cannot find the svg of the original f20 badge.
