What the badge should be granted for: Submitting feedback in Bodhi for an update after it has already been pushed (or possibly just submitted) to stable.
Badge description (like "You added a co-maintainer to a package. BFF!"): You submitted feedback for an update in Bodhi after it was pushed to a stable repository.
Anything else we need to know: This would be awarded in situations similar to what I did for https://admin.fedoraproject.org/updates/FEDORA-2013-14444/olpc-os-builder-7.0.0-4.fc18 (although not necessarily as blatant).
Having people randomly submit comments to trigger this should be discouraged.
