What the badge should be granted for: Publishing Fedora documentation
Badge description (like "You added a co-maintainer to a package. BFF!"): You published five (5) Fedora Guides to the web!
Anything else we need to know: Based on commits to the https://git.fedorahosted.org/git/docs/web.git repo.
sparks filed #123 and #124 for further badges in this series: let's just make this one ticket for the series. He suggests "Journeyman Publisher" for 20 publications and "Expert Publisher" for 40.
This is also almost identical to #110 : we should probably merge them. As with #110, this is waiting on fedmsg integration with docs git.

Just wanted to follow up with this (and the other publisher badges) to say that we can now obtain this data from fedmsg by watching for builds to the el6-docs tag.
Thanks Sparks! Then, the last thing we need is for someone from design-team to approve/improve the art. (It looks fine to me)
