This requests came up in a releng ticket, and I think it would be nice to have a container with all the tools needed to maintain a package, module or container.
Do we need something more than fedpkg ? (fedpkg pulls git, kerberos, etc)
Is the intention to also enable local builds? I'm not sure whether fedpkg pulls all the deps needed to do local module build and container image build.

So if I understand this correctly it is mostly to be used by silverblue, coreos users ? I am not sure where the documentation should go, maybe https://docs.fedoraproject.org/en-US/fedora-silverblue/ but then that would mean that this is like a supported tool.
Yes, it's best to be added to Silverblue documentation. Do we have any volunteers for a PR for that?

Silverblue team is actively working on this. Actually we're just monitoring @rishi's progress, so I think that we can close this issue, or at least, wait/collaborate with them
