#3 SOP about moderating posts to top level categories

Only moderators/admins are allowed to post in top level categories. These categories are reserved for announcements. Users will be moderated.
What if a user (by mistake or because he doesn't know that these categories are reserved) will post here?
Moderators can move the post to the right category while moderating the post.
At this stage we can move them to make it easier for users. In the future if these mistakes are lots, we'll start rejecting the posts and letting users know.


Will/can you please open a PR adding this to the SOPs @alciregi?

Users, which will include other community members who are not staff,
will then have to continuously contact staff and ask them to post on
their behalf. It increases the work for both the user and the staff.

Aha, thanks! I thought that you mean that users should not be able to post announcements at all.
