#50055 Ticket 50028 - Revise ds-replcheck usage

Description:

Revised the tools usage to be cleaner and more intuitive.
Added a "-y" option to sue a password file.
Added a "state" function to just return the an RUV comparison
Moved all the process status messages to only be displayed in verbose mode.
Updated man page.
