We should justify why we want these docstrings :)
Some of this reads like the contributing page of the 389 wiki, so should we p4oint them there and have someo f these instructions on that page instead?

I've added the justification for docstrings.
And regarding the contributing page, I agree with your point. I'll prepare a patch for our port389 wiki and I'll put most of the steps there.
