#50706 Missing lib389 dependency - packaging

Issue Description

In 15789e8 I introduced a new dependency for lib389, thinking it's part of python's standard library, but it's not. We need to explicitly mention it in the spec file, requirements.txt and setup.py.

389-ds-base is moving from Pagure to Github. This means that new issues and pull requests
will be accepted only in 389-ds-base's github repository.
