#50667 dsctl list does not respect prefix env variable

Issue Description

At the core of how lib389 works and understands local filesystems is the dspaths module - this enables discovery of prefixd and variable installs on a diverse range of systems.

lib389 utils for listing instances was not using the paths module, which meant that the (expect) command of:

dsctl -l

When installed in a prefix of /opt/dirsrv would not display.

The expected result is that the prefix is searched correctly.
