WHen we build the rpm we set systemd=True, but in my dev env I have a magic hack to make this False. OPPPSSSSSSs1!!!!!
Make the systemd flag work differently in DirSrv, (cached and over-rideable), and allow ds_setup to trigger this so dscontainer will work with rpm.
