Currently when the server is restarted while a cleanAllRUV task is running it is resumed after the restart, but only the cleaning "thread" is created, there is no Slapi Task, which means there is no way to detect that the "task" is running except for checking the errors log.
At startup the server should just create a new task entry when it detects a cleaning task was previously running
