#50142 dscreate password randomisation for root is broken

Issue Description

In a default install the rootpw should be randomised if the root_pw field is commented. This functionality has regressed, and now the password always defaults to Directory_Manager_Password which is incorrect.

This is resolved in https://pagure.io/389-ds-base/pull-request/50202 because this only really applies to containers anyway,
