#50134 fixup-memberof.pl does not respect protocol requested

Issue Description

fixup-memberof.pl tries with StartTLS even though LDAP was specified.

Package Version and Platform

since d2e68d7, hence 1.3.7 thru 1.4.0

Steps to reproduce

  1. run fixup-memberof.pl with -P LDAP
  2. observe it fails with TLS error when e.g. remote cert is untrusted

Actual results

ldap_start_tls: Connect error (-11)
    additional info: TLS: hostname does not match CN in peer certificate
Failed to add task entry "cn=memberOf_fixup_2019_1_8_15_7_58, cn=memberOf task, cn=tasks, cn=config" error (1)

Expected results

Successfully added task entry "cn=memberOf_fixup_2019_1_8_15_7_8, cn=memberOf task, cn=tasks, cn=config"
