#49885 Pytest fails if platform does not support FIPS

Issue Description

INTERNALERROR>   File "/home/william/development/389ds/ds/dirsrvtests/conftest.py", line 40, in pytest_report_header
INTERNALERROR>     header += "FIPS: " + is_fips()
INTERNALERROR>   File "/home/william/development/389ds/ds/dirsrvtests/conftest.py", line 20, in is_fips
INTERNALERROR>     with open('/proc/sys/crypto/fips_enabled', 'r') as f:
INTERNALERROR> FileNotFoundError: [Errno 2] No such file or directory: '/proc/sys/crypto/fips_enabled'

The code should probably read:

if not os.path.exists(''): 
    return False
