It's not possible to create an instance from UI while there are no instances because the window is blocked with inactive Database Management window.

This also works for me. If there are no instances then the main splash page has a big button that says "Create New Instance"

I still can reproduce it with Chrome (and only one time out of 10+ with Firefox) I will proceed with the invetigation later.
