#49879 Cockpit UI - Not possible to create an instance from UI while there are no instances

Issue Description

It's not possible to create an instance from UI while there are no instances because the window is blocked with inactive Database Management window.

Package Version and Platform

389-ds-base-1.4.0.13 built from master (b14c836) on Fedora 28

Steps to reproduce

  1. Install an instance
  2. Go to "389 Directory Server" in the Cockpit UI
  3. Try to create an instance from there

Actual results

The window is blocked, it is not possible

Expected results

It should be possible


This also works for me. If there are no instances then the main splash page has a big button that says "Create New Instance"

I still can reproduce it with Chrome (and only one time out of 10+ with Firefox)
I will proceed with the invetigation later.
