Issue Description

On a fresh instance of Fedora 28 I see the following error:

  Installing       : 389-ds-base-legacy-tools-1.4.0.11-2.fc28.x86_64                                                                                     40/41

Package Version and Platform

389-ds-base-legacy-tools.x86_64 1.4.0.11-2.fc28

Steps to reproduce

On a fresh F28
1. yum install 389-ds-base

Actual results

Scriptlet throws an error if no instances are present.

Expected results

There shouldn't be an error during installation of RPM.
