#49811 Fix man page warnings/errors

Issue Description

man page scan revealed several warnings and errors:

binary /usr/bin/cl-dump.pl has no man page!
binary /usr/bin/repl-monitor.pl has no man page!
binary /usr/sbin/ds_selinux_enabled has no man page!
binary /usr/sbin/ds_selinux_port_query has no man page!
binary /usr/sbin/ds_systemd_ask_password_acl has no man page!
binary /usr/sbin/dsconf has no man page!
binary /usr/sbin/dscreate has no man page!
binary /usr/sbin/dsctl has no man page!
binary /usr/sbin/dsidm has no man page!

We have man pages for cl-dump and repl-monitor, which are wrappers around perl scripts.

binary /usr/sbin/ds_selinux_enabled has no man page!
binary /usr/sbin/ds_selinux_port_query has no man page!
binary /usr/sbin/ds_systemd_ask_password_acl has no man page!

These don't need man page, because they are not user runnable executables. In 1.4 they are moved to libexec.

man page is in section 8. Only commands requiring admin privileges, or deamons should be in this section, the rest should be in section 1

I'm not sure what's wrong with that.
