389-ds-base and python3-lib389 ship the following common files:
/usr/sbin/dsconf /usr/sbin/dscreate /usr/sbin/dsctl /usr/sbin/dsidm
389-ds-base-0:1.4.0.8-1.fc28.x86_64 python3-lib389-0:1.4.0.8-1.fc28.noarch
Run rpm -ql on both packages and compare the results.
rpm -ql
Both packages provide the aforementioned files.
For each file, only one package should provide it.
