Rustc has a policy of only allowing -Z flags on nightly - but there is an environment variable that allows unblocking these on stable releases.
This is important for us as it allows ASAN usage of rust with C on a stable compiler.
This is the last barrier to possible mainline rust usage in the server, as we now have 100% fulling working asan and normal build support,
