I've tried to run suites/sasl/plain_test.py on Fedora 26 (389-ds-base-1.3.7.7-1) and it fails because of the missing cyrus-sasl-plain package.
cyrus-sasl-plain is not in the upstream 389-ds-base dependencies. Fedora 27 has the same issue.
It's in upstream spec:
Summary: 389 Directory Server (%{variant}) Name: 389-ds-base ... # This is optionally supported by us, as we use it in our tests Requires: cyrus-sasl-plain
Can you check the output of rpm -qR 389-ds-base for me?
