#49323 Disable 7-bit check plugin in default dse.ldif

7-bit check plugin is old and it has much less relevance today. For example, mail accepts utf8 now and it will break valid email attributes. We can disable the plugin in the default config in following versions (nkinder and wibrown suggested 1.4).
