Docker containers are configured by their environment variables. We should offer a number of these variables that affect some parts of the server. The most important is the Directory Manager password, where we should allow this to be set by environment variable, and potentiall CA/Certs (either through env, or some other secrets mechanism).
If a directory manager password is not set, this should be randomised and logged. This should only affect container deployments.
