#48835 dirsrvtests should be packaged with a setup.py, and in site-packages

Move the dirsrvtests out of /etc, and put them into site packages. This makes running py.test cleaner, and makes our rpms conform to reasonable standards.

Per weekly meeting, setting the milestone to 1.3.6.
