#48712 Evaluate and profile performance differences of -O2 vs -Os

Over time compilers and systems have changed. Some literature thinks that -Os may provide faster binaries than -O2. It would be worth evaluating and profiling these compilation options to determine if we should change them.

I did investigate this, and found that we performed worse with Os compared to O2
