In order to implement the tests for #48383 we need to be able to get and set properties of backends in lib389. This will allow us to alter and get the current DB cachesizings for example

Looks good. Ship it as this new code already found a server bug!
I want to wait on this: It relies on a fix in py-ldap and python-ldap that hasn't been accepted yet, so I want them to accept before I commit this ....
Python-ldap has rejected my change, so I will need to tweak this patch.

Yes. The special handling for cn=config will go away in the future.
I think that I will keep a few parts of this for reference, but this is superceded by #48820
