This patch adds aci parsing utilities to lib389.
When an entry is returned, if it has the attribute aci (which must have been requested in the search), a set of EntryAci objects can be requested from it.
These then parse the aci into a dictionary which can be manipulated. Once done, the EntryAci can rebuild the dictionary into a string capable of being written to the DS once more.
At this point, bind rules are not parsed, merely being kept as raw forms in the dictionary. A parser for these can be written later if the need arises.
