#230 Triggering a total update within fractions of a second of creating the agreement causes the server to hang.

Description of problem:

If one creates an agreement and then immediately (such as in a script) runs
attempts to modify the agreement to trigger a total update the server will
hang.

How reproducible:
Always.


Steps to Reproduce:
Create a script that to create a sync agreement and then trigger a total update
with no delay in between.

Actual results:

The ldapmodify will stall.  The MOD will be in the access log.

Expected results:

The ldapmodify should succeed and trigger a total update.

Additional info:

This is functionally impossible to produce by hand, it must be scripted.
