Ticket 50184 - Add cli tool parity to dsconf/dsctl
    
    Bug Description: As we are removing the shell/perl tools, we need
    to have functional parity with the existing tools. This adds the
    final tools needed to make that equivalent.
    
    Fix Description: Add support for dbverify, linkedattr fixup and
    a monitoring tool.
