Ticket 49295 - Fix CI Tests
    
    Description:  Fixed the account policy test.  There were just timing issues with all
                  the sleeps, and the fact that the maxage and inactivity limits were so
                  close together.
    
                  Also fixed ticket48252 by reverting to the old/correct behavior
