#6431 pki-tomcatd can't connect to ns-slapd on dual-stack systems

On IPv4+IPv6 dual-stack systems, FreeIPA won't run properly as ns-slapd by default only listens on IPv6. pki-tomcatd will still try to connect to LDAP over IPv4 which will not work, causing it to fail. The dirsrv instance will report as running, since technically, it is. This is reported (and not fixed) here: https://fedorahosted.org/389/ticket/47438

The system I'm using is a FC22 + FreeIPA 4.1 system upgraded all the way to FC24 + FreeIPA 4.4. The problems started on FC23+FreeIPA 4.2, a few months after the system became dual-stack. This was probably discovered when it was rebooted for maintenance, and ns-slapd then bound to IPv6 only.

I'm able to run IPA on dual-stack system without any issues.
